Black Economic Empowerment (BEE) lies at the heart of the South African government’s strategy for transformation. It seeks to redress the inequalities of Apartheid and offer previously disadvantaged groups the opportunity to become economically active. BEE has evolved since its initial implementation and has grown to become what we now know as Broad Based Black Economic Empowerment (B-BBEE). This new strategy seeks to build on the elements of ownership and management control and includes additional elements in the scorecard such as Social Economic Development, Skills Development, Employment Equity and Enterprise Development and Preferential Procurement. These additional elements were included to ensure that BEE reaches all previously disadvantaged South Africans and not only those individuals engaged in large empowerment deals. B-BBEE also delineates how the codes are applied to businesses by introducing different scorecards for different turnover values.
